Elizabeth Hagan is a Senior Policy Analyst at Families USA, where she focuses on enrollment policy. In this position, she works with national and state partners to identify and disseminate promising practices related to outreach and enrollment in Medicaid, the Children’s Health Insurance Program (CHIP), and health insurance marketplaces. She also provides technical assistance on application- and enrollment-related issues to assisters across the country.Prior to joining Families USA, Ms. Hagan was a policy analyst with Enroll America, a nonprofit, nonpartisan organization working to maximize the number of Americans who enroll in and retain health coverage. There, she worked in the Best Practices Institute, focusing primarily on improving outreach and enrollment in Medicaid and CHIP.Ms. Hagan holds an MPA from George Washington University and a BA from Ohio State University.
