Joseph Ditré is the Director of Enterprise and Innovation at Families USA, where he oversees two large areas of work: the private insurance marketplace and health system improvement. His role includes deepening alliances, collaborations, and partnerships with the group’s extensive network of state-based partner organizations and with national consumer organizations, as well as expanding the group’s collaborative work with other health system stakeholders, especially those who live in, work in, advocate for, and serve communities of color and non-English speaking communities.Mr. Ditré has more than 30 years of experience in researching, analyzing, and reporting on private and public health insurance policies and programs. In addition, as the Founding Executive Director of Consumers for Affordable Health Care, a Maine health policy and advocacy organization, he understands the budget constraints faced by state-based nonprofit organizations and how essential collaboration is to advancing and achieving major system reforms. Mr. Ditré is an attorney and has represented privately insured policyholders in the health insurance rate setting process, as well as merger and acquisition proceedings before the Maine Bureau of Insurance, and in appeals of state agency decisions before Maine's Superior Courts and the Maine Law Court. He represented the interests of Medicaid recipients in Pennsylvania as a legal services lawyer at Community Legal Services in Philadelphia. He has also represented the interests of Medicare beneficiaries in Maine courts and in administrative hearings as the first Attorney Director of the Advocates for Medicare Patients Program at Legal Services for the Elderly, Inc. in Augusta, Maine. He has authored and co-authored numerous articles about health care and health insurance.Mr. Ditré is a member of the National Advisory Council to the California Health Benefits Review Program. He was also one of the appointed consumer advocates representing consumers’ interests before the National Association of Insurance Commissioners from 2010-2013.Mr. Ditré graduated magna cum laude from the University of Pennsylvania. He later graduated from the University of Pennsylvania Law School, where he was awarded the Jefferson B. Fordham Human Rights Award by the Penn Law School Faculty.
