Garry Carneal

The Kennedy Forum

Garry Carneal is a leading expert in health care.  He has researched, written and published extensively on quality, medical management, information technology, and regulatory trends.  He has an established track record in helping trade associations, certification agencies, and businesses expand their health care operations nationally. During his career, Carneal has brought to market over 20 accreditation programs, which have been recognized by 45 states and three federal agencies.

Mr. Carneal now serves as the senior policy advisor for The Kennedy Forum, which is promoting a better health care system through mental health parity and other key initiatives.  Among other responsibilities, he is assisting in the development of the Forum’s policy positions, drafting compliance toolkits, and coordinating leadership focus groups.

He also founded Schooner Strategies in 2007.  The consulting firm promotes enhanced business development strategies for its clients by leveraging technology, identifying new workflow solutions, using marketing and social media tools, engaging in research and education initiatives, and other dynamic services. 

Mr. Carneal also served as President of InforMed Medical Management Services, LLC (IMMS), a private sector accountable care organization.  IMMS (now Conifer Health Solutions) offers a full range of medical management solutions including predictive modeling, utilization management, case management and disease management. 

Mr. Carneal also ran URAC, a non-profit, independent organization devoted to the accreditation of health care operations.  During Mr. Carneal’s nine year tenure as URAC’s President & CEO, URAC diversified its quality-based mission from a single, specialty accreditation agency for utilization management to one of the premier accreditation agencies in the United States.  He also introduced a “modular” approach to URAC’s quality-benchmarking process that reflects the dynamic nature of most health care organizations today.

Previously, Mr. Carneal also has served as the:

  • Vice President of Legal and State Affairs at the American Association of Health Plans (now AHIP);
  • Legislative Counsel for Health Policy for the National Association of Insurance Commissioners;
  • Associate General Counsel at the Group Health Association of America; and
  • Attorney at Epstein, Becker and Green, P.C.

Mr. Carneal serves as the board chair of RadSite, a certification agency for imaging, and Trajectory HealthCare Services, a data analytic and predictive modeling firm.  He also is a board member of the American Board of Quality Assurance and Utilization Review Physicians (ABQAURP), American Association of PPOs, and Preventing Colorectal Cancer.Org. 

Mr. Carneal has published over a dozen trade manuals, including three editions of the Utilization Management Guide.  He also has written over a hundred articles addressing care management, legal, managed care, quality and other policy issues impacting health care.

Mr. Carneal received his college degree from Washington & Lee University; a Master’s degree from Yale University; and a law degree from the University of Virginia.
