Katherine Scarborough Mills is the Director of Policy for Market Performance for the Massachusetts Health Policy Commission where she leads a team of attorneys, economists and other health care policy experts in fostering a more value-driven health care marketplace. Among other responsibilities, her role includes (1) tracking health care provider market changes and overseeing comprehensive reviews of provider transactions to evaluate the impact of market changes on health care costs and market functioning, (2) implementing a first-in-the-nation data collection effort detailing the corporate, contracting and clinical relationships between health care providers, (3) evaluating the performance of individual health care providers and payers and overseeing performance improvement plans for payers and providers with excessive health care spending growth, and (4) leading other initiatives to catalyze improvements in the performance of the health care market, such as by reducing unwarranted variation in provider prices.In her previous role as the Commission’s Deputy Director for Cost and Market Impact Reviews, Ms. Mills led the Commission’s first transactional reviews, detailing the impact of proposed hospital and physician group acquisitions by the state’s largest health care provider system on health care costs, quality and access. Prior to her work with the Commission, Ms. Mills was an attorney for the Massachusetts Senate Committee on Ways and Means, where she worked closely on the state’s most recent health care reform legislation, Chapter 224 of the Acts of 2012, as well as other health care, public health, mental health and environmental legislation. Ms. Mills earned her A.B. from Harvard College, her J.D. from Northeastern University School of Law, and her M.P.H. from Tufts Medical School.
