Mitchell serves as the Policy and Communications Director for ICER. He contributes to, and ensures the clarity and consistency of,all the organizations communications materials (including reports, press releases, websites, etc.). He is also responsible for identifying opportunities to leverage this material for policy changes that support ICER’s mission to improve the quality and valueof the health care system. Previously, Mitchell was an independent consultant specializing in health care policy, communications,and strategy. He has extensive experience with the Affordable Care Act and other aspects of the heath care environment. In addition to his consulting work he was a member of CEPAC, the Maine Legislature’s Exchange Advisory Committee, the Maine Choosing Wisely Leadership Group, and Maine Community Health Options’ Advisory Board. He is often quoted in Maine’s media regarding the ACA and other health system issues. He previously served as Policy Director of Consumers for Affordable HealthCare where he was responsible for directing the policy agenda of the organization. Previously he was the Director of Program Coordination for Health Dialog. He also spent 15 years working for Mercer Human Resource Consulting, Inc. serving in various roles, including Global Intranet Director, Marketing Manager for US Health Care Practice, and as Director of the National Survey of Employer-sponsored Health Plans. He holds both a BA and MBA from the University of Chicago.
